Higher Education for the Twenty-first century World Bank Assisted Project

Background of the HETC: 

Higher Education for the Twenty First Century Project is a credit given to the Government of Sri Lanka by the International Development Association (World Bank) amounting to US$ 40 Mn for the period of 5 years from 2011 to 2016.

Objective of the Project: 

The main objective is to enhance the capacity of higher education system and to deliver quality higher education services in line with equitable, social and economic development needs of the country.

Project Components: 

The HETC is organized with four components. The first component is to develop a Sri Lanka Qualification Framework and Quality Assurance and Accreditation System for Higher Education in Sri Lanka. The second component is to promote relevance and quality of teaching and learning in all 15 Universities. The third component is to strengthen the alternative higher education by developing the Advanced Technological Institutes of the SLIATE. The fourth component is to strengthen human resources of the higher education system.

One sub-component of the HETC is the University Development Grant (UDG). The aim of the UDG is to strengthen the economic and social relevance of university programmes. To achieve this, the UDGs will support the following four activities,

    • Enhance ICT skill of students
    • Improve English language skills of students
    • Strengthen the soft skills of students
    • Promote ethnic cohesion among students and staff

The following activities are proposed under the component ‘improving English language skills of the students’.

OBJECTIVE & STRATEGY

The main objective of this activity is to develop the level of English Language proficiency and competency of the undergraduates through confidence promoting activities as well as revising the existing English curricular to be in par with UTEL standards.

MECHANISM & DESIGN

The following sub activities are proposed in order to achieve the above objective.

  • Improving the capacity of delivering the content of the English curriculum
Revising English Language syllabi
Upgrading the facilities at language centers of the ELTU
Incorporating E-learning into syllabi
Organizing teacher training programmes
  • Building up the confidence of the undergraduates in using English
Organizing language camps
Organizing English day competitions
Organizing workshops & seminars on specific language skills
  • Strengthening students’ capacity to produce print media materials
Capacity building of students and staff on producing printed media materials
Initiating student-led Newsletter
Initiating student-led journal
Initiating student-led Wallpaper
